The Re-Emergence of the Hemp Industry in Wisconsin

At noon on Tuesday, February 11, 2019, at the Madison Club, Attorney Konopacki will give a presentation on the state’s new industrial hemp program and remarkable growth of CBD consumer products.  Participants will hear about how this program got started, the successes and challenges realized in the last two years, and some predictions about the future, including:

·       The legislative process relating to hemp

·       Significant provisions in Wisconsin’s hemp laws

·       Legal challenges faced by market participants and consumers

·       Law enforcement handling of hemp

·       Local regulation

·       Employment law issues

Larry’s practice has focused on issues related to environmental law, natural resources, agriculture, administrative law, government affairs, local governments, energy and other utilities, and other various regulatory matters.  Prior to joining Stafford Rosenbaum, Larry worked as an attorney for more than a decade with the Wisconsin Legislative Council, In that capacity, Larry was closely involved in developing the state’s hemp law.  After leaving state service, Larry founded the Wisconsin Hemp Alliance, which is an association of hemp seed and clone suppliers, growers, processors, retailers, and consumers engaging in advocacy, education, and promotion of hemp and hemp products. The organization’s goals are to remove legal barriers at the state and federal levels to allow this industry to flourish and to create a platform for collaboration among participants in this industry.  Larry was the instructor of a class at UW Madison on agricultural business law for more than ten years, has served or supported a number of agency advisory committees and legislative study committees, and he has served as a volunteer instructor at the University of Wisconsin Law School, and serves Madison College Paralegal Program Advisory Board.
