Navigating Reproductive Healthcare Access in Wisconsin

Chief Justice Jill Karofsky, Wisconsin Supreme Court, will examine the history of abortion in the United States as detailed in her concurrence in Kaul v. Urmanski, 2025 WI 32. Her presentation will include examples of the deadly consequences suffered by women who are restricted in their attempts to obtain reproductive healthcare.

Kristin Degeneffe, Senior Corporate Counsel at Quartz Health Solutions, will provide an overview of the statutes and rules that impact access to reproductive healthcare. Her presentation will highlight the tensions the current legal framework creates for pregnant women, healthcare providers, and their families.

Chief Justice Karofsky previously served as a circuit court judge. She also served as the executive director of the Office of Crime Victim Services for the state Department of Justice, an assistant state attorney general and Wisconsin's first Violence Against Women Resource Prosecutor, the general counsel and director of education and human resources for the National Conference of Bar Examiners, and as an assistant district attorney and deputy district attorney for Dane County.

Attorney Degeneffe’s practice focuses on complex federal and state health insurance law with special emphasis on the Patient Protection and Affordable Care Act (ACA), ERISA, and HIPAA. She previously served as President of the Dane County Legal Association for Women. She earned her J.D. from the University of Wisconsin Law School and frequently writes and presents on health law topics.
